Executive Summary (General Business): Discuss changes to the Chapter 35 of the Code of Port St. Lucie to add a section for projects subject to the Consultants' Competitive Negotiation Act (Fla. Stat. 287.055) and address solicitation award language ambiguities.

Staff Recommendation: Request that the Council discuss the recommended amendment to Chapter 35, Code of Port St. Lucie (Procurement Ordinance) presented by staff.
Background: In September 2023, the City Council approved the first (1st) comprehensive amendment to Chapter 35 of the Code of Port St. Lucie (Procurement Ordinance) since its adoption in 1980. The modifications were made to modernize, simplify, and streamline the purchasing procedures throughout the City as well as clarify any ambiguous language in the ordinance.
Issues/Analysis: The changes to Chapter 35 of the Code of Port St. Lucie (procurement ordinance) being proposed will create a section applicable to professional services procured under the Consultants' Competitive Negotiation Act (Fla. Stat. 287.055) and address ambiguities in the solicitation award language.
