Executive Summary (General Business): Provide an update on Hurricane Nicole damaged Boardwalk at Tom Hooper Park, including a timeline of events and next steps

Presentation Information: Presentation is estimated at 30 minutes and will be given by Mike Kendrick, Deputy Director-Parks.

Staff Recommendation: Request that the Council have an open discussion for questions and answers of project timeline of events and next steps.

Background: On November 11, 2022, after damage assessments were conducted post Hurricane Nicole, the City of Port St. Lucie Parks & Recreation (PSLPRD) Damage Assessment Team identified extensive damage to the Riverwalk North Boardwalk lower section connecting Veteran Park at Rivergate Boat Ramp to Tom Hooper Park. During the assessments, staff worked with the Emergency Management Department and Risk Management to set up onsite meetings multiple times with FEMA and the City's insurance coverage provider.

During this process, PSLPRD secured an Engineer (Kimley-Horn & Associates, Inc.) to conduct an extensive damage assessment and provide a damage report that identifies all damage above and below the water line. Within their scope of work, Kimley-Horn & Associations, Inc., were also contracted to provide two alternate designs, and submit all permit applications to secure permits for reconstruction.

Based upon the information gathered, Kimley-Horn & Associates, Inc., proceeded with two separate design options for repairs. Alternate #1 came in at $2,015,915.00 and includes a 10% contingency and would repair-rehab the existing Boardwalk back to the original design at elevation 2.
