Summary Brief (Agreements/Contracts only)
1. Prepared by: Robyn Holder, CPPB (PMD).
2. Parties: City of Port St. Lucie and Environmental Products Group.
3. Purpose: Replace equipment that has reached the end of its useful life.
4. New/Renewal/Modified: New.
5. Duration: The initial contract began on 10/02/2017 and continues through 10/02/2022.
6. Benefits to Port St. Lucie: Provide equipment for staff that is effective and efficient.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $234,965. All future expenditures will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council waive the bidding good cause shown, per Chapter 35.04(c), and approve participating in the Sourcewell Cooperative Contract #052417-PBL for the purchase of a new Asphalt Patch Truck to replace PW-8940 that has reached the end of its useful life.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Sourcewell Cooperative Contract #052417-PBL.
2. Move that the Council not approve participating in the Sourcewell Cooperative Contract #052417-PBL and provide staff with direction.
Background: The Public Works Department maintains all City-owned roadways. The asphalt patch truck is used daily by the Streets Division to perform asphalt repairs throughout the City. The current repair truck has reached the end of its useful life and is in need of replacement.
Issues/Analysis: Staff has reviewed the Sourcewell Cooperative Contract and finds that it meets the needs of the City and meets the requirements of the City’s Procurement Ordinance.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Road & Street Division / Other Machinery & Equipment (#304-4125-564400-00000).
Special Consideration: Sourcewell is a service cooperative created to provide programs and services to members in government, education, and non-profit sectors. Its statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity. Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.
