Executive Summary (General Business): The Port St. Lucie Governmental Finance Corporation, the City of Port St. Lucie, and Mattamy Palm Beach, LLC, have applied to amend the Tradition Commerce Park North MPUD and concept plan. The Tradition Commerce Park North MPUD is generally located on the east side of SW Village Parkway and between SW Discovery Way and Marshall Parkway. This application revises the Tradition Commerce Park North MPUD and concept plan to remove approximately 226 acres of vacant land (the southern 1/3) from the Tradition Commerce Park North MPUD. The proposed amendment revises the development standards, development entitlements, the project’s legal description, maps, and MPUD concept plan as well as other miscellaneous changes. The intent is to rezone acreage being removed from the MPUD to a separate MPUD to be known as the Destination at Tradition MPUD (P24-099).

Staff Recommendation: Move that the Council approve the MPUD as recommended by the Planning and Zoning Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the MPUD.
2. Move that the Council not approve the MPUD and provide staff direction.
Background: The Planning and Zoning Board recommended approval of the proposed MPUD amendment at the September 5, 2024, Planning and Zoning Board meeting.
The Tradition Commerce Park North MPUD was first approved in 2015 and has been amended three (3) times.
Issues/Analysis: This application and the proposed Destination at Tradition MPUD are associated with a recently adopted large scale comprehensive plan text amendment (P24-065) and adopted amendment to the Southern Grove DRI (P24-086). These applications amended the land use sub-districts for the area of Southern Grove overseen by the Port St. Lucie Governmental Finance Corporation. It changed the land use sub-subdistrict for approximately 226 acres of vacant land within the Tradition Commerce Park North MPUD from the Employment Center and Neighborhood/Village Commercial sub-districts to the Regional Business Center sub-district. As a result of the change in the land use sub-district, the GFC is removing the 226 acres from the Tradition Commerce Park North MPUD to create a new MPUD, Destination at Tradition MPUD, for the area under the Regional Business Center sub-district. The proposed Destination at Tradition MPUD will be approximately 217 acres. Approximately 9 acres of land that is currently within the Tradition Commerce Park MPUD and located at the southern border of the MPUD boundary lines will be added to the Legacy Park North MPUD to provide for the expansion of the Costco Distribution Center at a future date (P24-137).
