2. Parties: City of Port St. Lucie and Johnson, Mirmiran & Thompson, Inc.
3. Purpose: Provide Construction Engineering and Inspection (CEI) and Geotechnical (GEO) Services for Anthony F. Sansone Sr. Boulevard Extension Project, which will assist staff in management of the construction.
4. New/Renewal/Modified: New.
5. Duration: 365 calendar days with no option to renew.
6. Benefits to Port St. Lucie: To provide the City with CEI Services that consists of constructing improvements associated with the extension of Anthony F. Sansone Sr. Boulevard.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $1,342,100.00

Staff Recommendation: Move that the Council award Contract #20230030 for the CEI & GEO Services for the Anthony F. Sansone Sr. Boulevard Extension with Johnson, Mirmiran & Thompson, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20230030.
2. Move that the Council not approve Contract #20230030 and provide staff with direction.
Background: This extension is comprised of the construction of approximately 4,600 linear feet of roadway, including potable water distribution, wastewater collection, stormwater improvement, landscaping, and irrigation. The roadway is comprised of two (2) segments: 1) Anthony F. Sansone Jr. Boulevard and 2) E/W Roadway. The project shall consist of the construction of the roadway, associated drainage (including lakes), utility, irrigation and landscaping. A lift station shall be constructed as part of this project to service the properties abutting the proposed portion of roadway. The proposed Lift Station will require 460 Volt, 3 phase power. The roadways are be located within a proposed 100-foot right-of-way.
An RFP for qualifications was issued on March 16, 2023, to 1,099 potential suppliers. There were 6 proposals received on April 20, 2023. All proposals were deemed responsive. PMD held the first evaluation meeting on May 5, 2023, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top 4 firms for the short list. These firms were invited to the second evaluation meeting held on June 13, 2023, to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:

#3 Ranked Firm: EXP U.S. Services - 2,348
#4 Ranked Firm: Calvin, Giordano & Associates, Inc. - 2,318
PMD began negotiations with the top ranked firm, Johnson, Mirmiran and Thompson. An agreement was made to accept the proposal of $1,342,100.00.
Issues/Analysis: Staff has reviewed the proposal and finds the fees to be fair and reasonable.
Financial Information: Funds are appropriated in the current FY 2023-2024 and will be appropriated in the budget for FY 2024-2025 for the CIP General Fund / General Government / Improvements O/T Buildings (#301-1900-563000-00000).
Special Consideration: N/A.
Location of Project: North of the Par Drive right-of-way within the Legacy Park at Tradition Center for Commerce.
