2.                     Parties: City of Port St. Lucie and SoCal Shaker Plates & Construction Site Services, LLC.

3.                     Purpose: To construct a partially elevated trail system in the conservation tract area to the south of Pioneer Park. This portion of the trail system will connect to the future Wilderness Trail as well as the boardwalk trail system along the St. Lucie River.

4.                     New/Renewal/Modified: New.

5.                     Duration: The Contract term is for 240 calendar days.

6.                     Benefits to Port St. Lucie: Trail development & construction is one of the City's main Strategic Priorities. Trails are consistently one of the highest-ranking amenities within the City and is highlighted as a priority project for FY 2024/2025. This trail will provide connectivity to walking trails from the Port District to the future Wilderness Trail.

7.                     Cost to Port St. Lucie (Annual and Potential): The total cost of the contract is a one-time expense of $822,950.00.

Staff Recommendation: Move that the Council award Contract #20250099 for Preserve Trail at the Port to SoCal Shaker Plates & Construction Site Services, LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20250099 for Preserve Trail at the Port to SoCal Shaker Plates & Construction Site Services, LLC.

2.                     Move that the Council reject all bids and provide staff with directions to reissue the solicitation or cancel the Invitation for Bid.

 

Background: The Preserve Trail at the Port is located directly south of Pioneer Park and has been identified as a high-priority project through collaborative efforts by the High-Performance Public Spaces Team, which includes Parks & Recreation and various other City departments.

 

The project originated from a comprehensive assessment of trail priorities outlined in both the Multi-Modal Plan and the Sidewalk Master Plan. Public engagement efforts included community meetings (held in March and June 2021), surveys, and stakeholder meetings (May 2021). The engineering firm Culpepper & Terpening, Inc. incorporated this input into the final concept design for City Council review. The Port Preserve Trail Project is also a key initiative of the Port District Master Plan and the Parks & Recreation 10 Year Master Plan.

 

The City issued an Invitation for Bid (IFB) on May 5, 2025 to 1033 potential suppliers. There were 62 project downloads, with 3 proposals being received on June 9, 2025.

 

Issues/Analysis: SoCal Shaker Plates & Construction Site Services, LLC was determined to be the lowest responsive and responsible bidder for Bid #20250099. Their proposal met all technical specifications and scope requirements outlined in the solicitation, and their pricing provided the most cost-effective solution for the City without compromising quality, safety, or project timelines. In addition to submitting the lowest bid, SoCal demonstrated proven experience in delivering construction site services. References confirmed their strong track record of reliability, safety compliance, and responsiveness to project demands. Awarding this contract to SoCal represents the best value for the City, as it allows for responsible fiscal stewardship while ensuring timely, high-quality execution of critical site support work for The Preserve Trail at the Port project.

                     

Financial Information: Funds are appropriated in CIP General Fund, Parks & Recreation - Parks,  Improvements O/T Buildings (22PR001 P-PRES TRAIL, GL Code 301-7210-563000).
