2. Parties: City of Port St. Lucie and Jeffrey Igoe Architect P.A.
3. Purpose: The additional services are for revising the architectural & structural drawings for Gazebo and Pavilions; coordinating construction materials and all details with the new supplier; and reviewing & approving the shop drawings prior to fabrication & installation.
4. New/Renewal/Modified: Modified.
5. Duration: The initial contract term was July 19, 2021, through July 19, 2022. There was no additional time associated with Amendment #1 or Amendment #2. Amendment #3 increases the contract time an additional 244 days until February 28, 2023.
6. Benefits to Port St. Lucie: Provide architectural services in accordance with the Contract.
7. Cost to Port St. Lucie (Annual and Potential): Additional services need to be added to the contract to compensate the Engineer. The following amendments need to be added to the contract; $12,920.00 for Amendment #1; $4,910.00 for Amendment #2 and $11,740.00 for Amendment #3. The inclusion of the above amendments will result in the original contract amount of $91,200.00 being increased to $120,770.00.

Staff Recommendation: Move that the Council approve Amendment #3 to Contract #20210065 for the Architectural Services for Winterlakes Park - Phase II.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #3 to Contract #20210065.
2. Move that the Council no approve Amendment #3 to Contract #20210065 and provide staff with direction.
Background: A Request for Proposal (RFP)(#20190133) was issued on October 10, 2019, to obtain the services of Architectural firms to provide general architectural services for the City. Four (4) Architectural firms responded with three (3) firms being selected and added to a rotating list. One of those firms was Jeffrey Igoe Architect P.A. When this project was ready to move forward, Jeffrey Igoe Architect P.A. was the next firm on the list.
The Continuing Contract #20190133 was utilized for this contract and the original contract with Jeffrey Igoe Architect P.A. was signed on July 20, 2021. The Architect performed design services for a maintenance building, bulk material storage area, and a fishing pier at Winterlakes Neighborhood Park.
In September 2021, Amendment #1 was signed to add additional items to A&E Consultant’s scope of work as requested by the Parks and Recreation Department in the amount of $12,920.
In April 2022, Amendment #2 was signed to add additional services to A&E Consultant’s scope of work as requested by the Parks and Recreation Department in the amount of $4,910.
In October 2022, P&R requested to add additional services to A&E Consultant’s scope of work in the amount of $11,740.
Issues/Analysis: Staff has reviewed the additional compensation and find that it is fair and reasonable.
Financial Information: Funds are appropriated in the General Fund / Parks & Recreation - Parks / Other Contractual Services (#001-7210-534000-00000).
