Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Environment-One Corporation.

3.                     Purpose: Continue to supply the Utility Systems Department (“USD”) with grinder pumps and parts for residential and commercial wastewater collection systems.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The initial term was 3-years with automatic 1-year renewals. Amendment #4 is for one year, March 31, 2025 to March 31, 2026.

6.                     Benefits to Port St. Lucie: Maintain the growth in the City by providing new & replacement sewer grinder systems.

7.                     Cost to Port St. Lucie (Annual and Potential): This Amendment provides for the annual price adjustment found in Section V of the Contract. This year, the Producer Price Index (“PPI”) is 3.06% along with imposed Tariffs of $25.00 per pump. This Amendment also provides for parts not previously listed in the Contract. The estimated annual increase expenditure for this period is $526,911.43, for a total over the remaining seven months of $7,451,729.78.

Staff Recommendation: Move that the Council approve Amendment #4 to Contract #20210104 for the annual price adjustment and additional parts needed for grinder pumps, related parts and services with Environmental-One Corporation.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #4 to Contract #20210104.

2.                     Move that the Council not approve Amendment #4 to Contract #20210104 and provide staff with direction.

 

Background: The USD currently serves approximately 82,679 wastewater customers, of which approximately 44,447 are residential properties utilizing the sewer grinder systems. Between August 2020 and June 2021, the USD conducted a pilot program evaluating the Environment-One grinder system alongside other comparable systems. The results of the pilot indicated that the Environment-One system offered lower maintenance requirements and improved diagnostic capabilities within the control panels.

 

Environment-One Corporation was awarded the single-source contract on March 28, 2022, for the supply of grinder pumps and related parts. The Contract allows for an annual price adjustment based on the PPI. This year’s adjustment is an increase of 3.06% plus the imposed Tariff of $25.00 per pump.  

 

Issues/Analysis: Approval of this Amendment will allow the USD to continue to install new construction grinder systems and maintain existing grinder systems throughout the utility service area. Staff have reviewed the PPI increase and recommends approval.

                     

Financial Information: Funds are appropriated in the Utility Connection Fees Fund / Sewer-Field / Grinders (#439-3515-552330-00000) & Renewal & Replacement Fund / Preventative Maintenance / Improvements O/T Building (#438-3516-563000-00000).

 

Special Consideration: Environmental-One Corporation agrees that if and when its tariff costs are removed or reduced, the City’s obligation to pay the tariff cost will be terminated or reduced coincidentally.
