3.                     Purpose: To provide high quality wastewater treatment by reducing nutrients discharged to the St. Lucie River in compliance with the new FDEP limits for nitrogen and phosphorus.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The initial term began on 2/26/2018 through 3/13/2023. Through several Amendments the time has been extended through 6/13/2026. This Amendment #8 does not request additional time past 6/13/26.

6.                     Benefits to Port St. Lucie: By reducing the amount of nutrients discharged it may reduce the growth of algae, improve water quality, and reduce health effects of the St. Lucie River.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $129,081.50 for a new Contract total amount of $6,694,201.47.

Staff Recommendation: Move that the Council approve Amendment #8 to Contract #20170132 for the Design Services for the Westport Wastewater Treatment Facility Nutrient Reduction Improvement Project with CHA Consulting, Inc. fka Reiss Engineering, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #8 to Contract #20170132.

2.                     Move that the Council not approve Amendment #8 to Contract #20170132 and provide staff with direction.

 

Background: The Westport WWTP is currently permitted to treat 6.0 MGD of wastewater using biological processes to produce secondary treatment standards of 20 mg/IBOD, 20 mg/I total suspended solids, and no limits for Total Nitrogen (TN) and Phosphorus (P). The new Florida Department of Environmental Protection (FDEP) nutrient limits require additional treatment processes to achieve limits less than or equal to 10 mg/I TN and 3 mg/I P. The City authorized an engineering firm, CHA Consulting, Inc fka Reiss Engineering, Inc., to proceed to design improvements to meet the new effluent standards and produce the construction plans. The design engineering firm has completed the design to achieve those treatment standards. To provide funding for the construction project the City was awarded a grant of $15,000,000.00 but is required to construct treatment facilities for Advanced Wastewater Treatment (AWT) to meet additional FDEP nutrient requirements to achieve limits less than or equal to 3 mg/I TN and 1 mg/I P. The design firm will have to produce the drawings and technical specifications for construction of these AWT facilities.

 

An analysis of alternative treatment processes was conducted by the design engineering firm to select those that were capable of producing the required effluent standards. They were then compared by a 20-year analysis of costs for construction, operation, and maintenance. The recommended improvements include the addition of Denitrification Filters which have been presented in a Preliminary Design Report which has been submitted to the FDEP and Reject Water Storage Tanks which are to be designed.

 

Issues/Analysis: The Utility Systems Department recommends that the City proceed with the improvements for design of the AWT facilities utilizing the design engineering firm that is working on the construction that is currently underway at the Westport WWTP to comply with the FDEP nutrient standards and to produce a high-quality wastewater effluent that will improve the water quality of the St. Lucie River.

                     

Financial Information: Funds are appropriated in the Utility CIP Fund / Westport WWTP / Design / WP Expansion (#448-3512-563004-Y1728).
