2.                     Parties: City of Port Saint Lucie and Life Scan Wellness Centers.

3.                     Purpose: To offer a value-added wellness benefit to the City of Port Saint Lucie employees.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term began on August 27, 2019 through August 27, 2022. The City of Clermont exercised the option. There are four additional twelve-month renewal periods available.

6.                     Benefits to Port St. Lucie: Utilize City of Clermont contract to perform on site annual physicals for all City Employees.

7.                     Cost to Port St. Lucie (Annual and Potential): This will be utilized by the City of Port Saint Lucie employees. The estimated annual expenditure for fiscal year 2021/2022 will be $135,00.00. Future expenditures will be as per budget allows.

Staff Recommendation: Move that the Council waive the bidding, per chapter 35.04(c), good cause shown, and approve to participate in the City of Clermont RFP 19-055 with Life Scan Wellness Centers for all City Employees.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the City of Clermont’s RFP 19-055.

2.                     Move that the Council not approve participating in the City of Clermont’s RFP 19-055 and provide staff with direction.

 

Background: The Life Scan Wellness program is an integrated medical approach to City Employees exams that combines an annual physical with lifesaving, early detection testing for major diseases such as heart diseases, stroke, cancer, diabetes, and aneurysms before they reach a catastrophic level. It provides each Employee with a thorough assessment of health as well as recommendations for achieving and maintaining long-term wellbeing and managing risks.

 

Each Life Scan exam has the added value benefit of enhanced screening assessments of the internal organs, heart and vascular system as well as cardiac and pulmonary testing, extensive laboratory blood profiles, infectious disease testing, diet and nutritional analysis, a state-of-the-art fitness evaluation, and a personalized wellness plan.

 

With a focus on early detection and treatment through an advanced level of testing and patient assessments, Life Scan offers a thorough physical examination as well as recommendations for achieving and maintaining a long-term healthy lifestyle and managing medical risks to prevent fatalities.

 

Life Scan’s sophisticated medical tests identify and analyze specific markers that are the foundation of virtually every disease, visualizes the health of the internal organs and heart, and evaluates the function of the vascular system; heart disease, stroke, cancer, diabetes, aneurysms and more.

 

Life Scan offers on-site, same day examinations at the City Hall Complex that reduce overtime costs and allows City Employees to remain working while receiving their evaluations. Life Scan’s successful early detection rates reduce health care costs and workers compensation costs because many health issues are identified before they reach catastrophic levels. Plus, the Life Scan program has a lower overall cost than many medical providers offering routine occupational physicals.

 

 Issues/Analysis: Staff reviewed the City of Clermont’s contract and finds that Life Scan Wellness Centers provide the best value to the City. Life Scan Wellness Centers meets all the requirements for the City’s procurement ordinance.

                     

Financial Information: Funds for this service are appropriated in the Medical Insurance Fund for General Government (605-1900-531000-00000).
