2. Parties: City of Port St. Lucie Anchor Mechanical, Inc., Kuebler Mechanical LLC and 2R Cooling & Refrigeration Inc.
3. Purpose: To establish a contract with qualified contractors to provide HVAC Services to the City of Port St. Lucie on an as-needed basis.
4. New/Renewal/Modified: New.
5. Duration: Three (3) year initial term upon execution with two (2), one (1)-year options to renew.
6. Benefits to Port St. Lucie: This contract provides the City with reliable HVAC services on an as-needed basis, ensuring safe, efficient, and properly functioning systems with defined maintenance response times to minimize operational disruptions.
7. Cost to Port St. Lucie (Annual and Potential): The estimated annual cost is $200,000.00 based on appropriation in the City budget. Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council award Contract #20250301 and enter into a fixed unit-price contract for HVAC Services - Facilities Maintenance with Anchor Mechanical, Inc., Kuebler Mechanical LLC and 2R Cooling & Refrigeration Inc.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended proposals.
2. Move that the Council reject all bids and provide staff with direction to resolicit or cancel the Request for Proposals.
Background: The City of Port St. Lucie requires reliable HVAC services to support safe, efficient, and properly functioning systems across various City facilities. To secure qualified support on an as-needed basis, a Request for Proposals (RFP) for HVAC Services was issued on February 27, 2026, through OpenGov. The solicitation received eight (8) responsive submissions. On May 27, 2026, the evaluation committee reviewed and scored all proposals and recommended proceeding with a Best and Final Offer (BAFO) process for the three (3) top-ranked firms: Anchor Mechanical, Inc., 2R Cooling & Refrigeration Inc, and Carrier Corporation. BAFOs were issued on June 12, 2026. Two firms accepted the BAFO terms, while Carrier Corporation withdrew. The committee then invited the fourth-ranked proposer, Kuebler Mechanical LLC, which accepted the BAFO terms. Based on the BAFO responses, the committee recommends awarding contracts to the following firms: 1. Anchor Mechanical, Inc. 2. Kuebler Mechanical LLC, 3. 2R Cooling & Refrigeration Inc.
Issues/Analysis: Staff has reviewed all submitted proposals and determined that the three recommended proposers offer the best value to the City.
Financial Information: Funds are budgeted in various accounts and will be allocated as the projects are assigned.
