3. Purpose: To bridge the gap between the City and the County during emergency operations.

5. Duration: Project must be completed by January 31, 2022 with no option to renew.
6. Benefits to Port St. Lucie: To support improved communications between partners, specifically, with the 911 system responding to emergency calls during storm events.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure in the amount of $643,442.

Staff Recommendation: Move that the Council award Contract #20200126 and enter into a lump sum contract with Young Communications, LLC for the fiber optic design and installation project.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20200126.
2. Move that the Council not approve Contract #20200126 and provide staff with direction.
Background: The City was awarded a grant through the Hazard Mitigation Grant Program (HMGP) to complete the connection between the St. Lucie County Emergency Operations Center and the St. Lucie County Sheriff’s Department which will include connections to the St. Lucie County Fire Department Administration building and the James E. Anderson Water Treatment Facility. The proposed telecommunication infrastructure project shall allow the City and the County to bridge the gap and support improved communication between partners with the 911 system responding to emergency calls during storm events.
An E-Bid was issued on March 4, 2021 to 1,380 potential suppliers. There were 27 plan holders with 4 proposals being received on April 8, 2021.
Issues/Analysis: Staff has reviewed the proposals and finds that Young Communications, LLC provides the lowest responsive responsible bid. This project is funded through the Hazard Mitigation Grant Program (HMGP) which requires the bid be awarded to the lowest responsive responsible bidder. Young Communications, LLC is not a local bidder.
Financial Information: Funds are appropriated in the FY 2020-2021 budget for the General Fund / General Government / Improvements O/T Building (#001-1900-563000-00000).
Special Consideration: The project is funded through a Hazard Mitigation Grant Program in the approved amount of $1,078,451 with the City matching 25%.
Location of Project: Along Midway Road for approximately 6.1 miles.
