Executive Summary (General Business): The purpose of this resolution is to set the Public Hearing allowing the affected property owners the opportunity to provide comment and/or objections to the 2021 Stormwater Utility Assessment Roll. Additionally, the City Council will consider approving the annual rate for stormwater utility user fees and adopting the 2021 Stormwater Utility Assessment Roll.

Staff Recommendation: Move that the Council approve the resolution.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and  adopt the resolution.

2.                     Move that the Council not approve the resolution and provide staff direction.

 

Background: The City Council adopted Ordinance 93-47 for the purpose of establishing the City’s intent to use the uniform method for the levy, collection and enforcement of non-ad valorem assessments to collect Stormwater Utility User Fees. The City updates the stormwater roll annually and requests approval by Council.

 

Issues/Analysis: The Notice of Public Hearing has been published and notices mailed to the affected property owners as required by law. The updated assessment roll has been made available for inspection by the public, as required by the Ordinance.

                     

Financial Information: The estimated stormwater billing for fiscal year 2021/2022 is $23,997,340. The proposed rate of assessment is $168.00 (an increase of $5 from last year) for one Equivalent Residential Unit (ERU). 

 

Special Consideration: Approval of this Resolution is necessary to include the annual stormwater billing changes on the 2021 Real Estate Tax Roll.
