2. Parties: City of Port St. Lucie and Holtz Consulting Engineers, Inc.
3. Purpose: Provides the City with a qualified and licensed Engineer to provide a design for the continuation of an existing reuse water main, that is intended to provide reuse water to customers located west and possibly south of Tradition.
4. New/Renewal/Modified: New.
5. Duration: The Contract Period is 710 calendar days with no option to renew.
6. Benefits to Port St. Lucie: The sales of reuse water to various developments in the west Tradition area will create revenue streams for the City. The reuse water project is a fundamental step in the protection of the environment and enhancing the quality of life in Port St. Lucie. Construction of the project will be a step in fulfilling the City’s capital improvements projects agenda
7. Cost to Port St. Lucie (Annual and Potential): The total amount to be paid by the City to the Consultant is on a “time and expense” basis for a total amount of $352,162.

Staff Recommendation: Move that the Council award Contract # 20200081 to Holtz Consulting Engineers, Inc. to provide the City with design services for the Glades-Tradition Reuse Water Main Project.
Alternate Recommendations:
1. Move that the Council reject Contract # 20200081 and provide staff with direction.
Background: The City of Port St. Lucie desires to make reuse water available to customers in the western Tradition area. The total construction value for this project exceeds two million dollars.
Issues/Analysis: On October 12, 2020, City Council approved staff to begin negotiations with Holtz Consulting Engineers, Inc. Staff held negotiation meetings with Holtz Consulting Engineers, Inc. and determined that the fees are fair and reasonable.
Financial Information: The funds are appropriated in the Utilities Capital Improvement Budget / Tradition Reuse (448-3516-563004-00000).
Special Consideration: N/A.
Location of Project: The existing reuse main terminates on the south side of Glades Cut-Off Road and this design will take it approximately 2.2 miles south to the vicinity of the Glades Wastewater Booster Pumping Station and the future Tradition Parkway extension, on the west side of Tradition.
