3. Purpose: To account for expenses associated with the proper disposition of gopher tortoises (survey & relocation), the identification, removal, and disposal of the asbestos, and the reallocation of existing professional services funds to account for required testing services.

Background: The Floresta Drive Improvement Project has long been a priority project for the City Council and the City of Port St. Lucie. The project was originally conceived as a 4-lane section. The project was modified based on resident input to provide a 2-lane complete street roadway that would support projected traffic volumes and encourage safe and efficient traffic flow.
In 2018, voters of St. Lucie County and the City of Port St. Lucie approved a half-cent sales tax voter referendum to allow the project to be moved forward.
The Floresta Drive Improvement Project includes 4 miles of roadway that was split into 3 sections for funding purposes. The Floresta Drive Phase 2 project facilities the construction of approximately 1.7 miles includes incudes the construction of roadway, signing and marking, signalization, lighting, landscaping, utilities, and a new bridge crossing over the Elkcam Waterway. The project also includes the construction of new roundabouts at Polynesian Avenue, Bywood Avenue and Walters Terrace. The typical section of the projects consists of constructing one 12 foot through lane and 7-foot buffered bicycle lane in each direction.
Amendment #1 is necessary to cover costs associated with performing a gopher tortoise survey and adding a budget for gopher tortoise relocation. The Amendment also includes reallocation of funds to allow for additional testing services and provides a savings on inspector hours and costs. In summary, work includes services for the Elkcam Waterway asbestos survey, asbestos removal and disposal. No additional time is required for this work.
Issues/Analysis: Staff has reviewed the proposed changes described herein and finds them to be fair and reasonable.
Financial Information: Funds are appropriated in the half-cent Sales Tax Fund / Road & Bridge / Roadways-Professional Services (#310-4105-568813-00000).
