3. Purpose: Provide residential & commercial sewer grinder systems throughout the utility service area.

5. Duration: The initial term is 3 years with automatic 1-year renewals.
6. Benefits to Port St. Lucie: Maintain the growth in the City by providing new & replacement sewer grinder systems for wastewater collection.
7. Cost to Port St. Lucie (Annual and Potential): This Amendment contemplates the annual price increase to the Contract as well as includes additional items not previously purchased from this vendor for an estimated cost to the City of an additional $1,510,574.80. This would bring the new estimated annual expenditure to $13,141,993.90. This additional cost does not take into account the savings the City will see from reducing expenditures with other vendors.

Staff Recommendation: Move that the Council approve Amendment #3 to Contract #20210104 for the annual price adjustment for grinder pumps and related parts with Environment-One Corporation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #3 to Contract #20210104.
2. Move that the Council not approve Amendment #3 to Contract #20210104 and provide staff with direction.
Background: Environment-One Corporation was awarded the single-source contract on March 28, 2022, for the supply of grinder pumps and related parts. The Contract allows for an annual price adjustment based on the Producer Price Index (PPI). This year’s adjustment is an increase of 7.929%.
Issues/Analysis: Approval of this Amendment will allow the Utility Systems Department to continue to install new construction grinder systems and maintain existing grinder systems throughout the utility service area. Staff has reviewed the PPI increase of 7.929% and recommends approval. Exhibit A attached to the Amendment was not clear, so a clearer copy was uploaded as a separate document, for easier review.
Financial Information: Funds are appropriated in the Utility Connection Fees Fund / Sewer-Field / Grinders (#439-3515-552330-00000) & Renewal & Replacement Fund / Preventative Maintenance / Improvement O/T Building (#438-3516-563000-00000).
