Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Southwide Industries, Inc.
3. Purpose: To provide traffic signing as well as striping and marking within the City of Port St. Lucie on a as needed basis. The scope of work includes the installation of reflective pavement markers, painted traffic stripes and marking, thermoplastic traffic stripes and marking and roadway signs and posts.
4. New/Renewal/Modified: New.
5. Duration: Three (3) years with one (1) twenty-four (24) month renewal period.
6. Benefits to Port St. Lucie: Ensures streets are well marked for the safety of City residents.
7. Cost to Port St. Lucie (Annual and Potential): The estimated annual expenditure for FY 2021/2022 is $400,000. Future years will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council award Contract #20220035 to enter into a unit price contract with Southwide Industries, Inc. for Traffic Striping and Markings.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220035.
2. Move that the Council not approve Contract #20220035 and provide staff with direction.
Background: The City maintains over nine hundred seventeen (917) centerline miles of roadway, which includes paint and thermoplastic pavement markings. As these pavement markings deteriorate, the City must replace them to ensure the safety of City residents. This contract provides the services required to maintain and replace the paint and thermoplastic pavement markings within the City of Port St. Lucie on an as needed basis.
An E-Bid was issued on April 7, 2022, to 756 potential suppliers. There were 15 planholders with three (3) responsive proposals being received on May 4, 2022.
Issues/Analysis: Staff has reviewed all responsive proposals and finds that Southwide Industries, Inc. provides the best value to the City and is a local contractor. Southwide Industries, Inc. has been providing these services to the City since 2015.
Financial Information: Funds are appropriated in the FY 2021/2022 budget for the Road & Bridge Fund/Traffic Control & Improvement/Other Contractual Services (#104-4121-534000-00000).
