Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB, (PMD).

2.                     Parties: City of Port St. Lucie and Felix Associates of Florida, Inc.

3.                     Purpose: To amend the contract to include materials required for a plan revision, additional utility improvements, and correction to bid items not tabulated properly due to a software glitch.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: An additional 96 calendar days are required to account for inclement weather days, holidays, access limitations, and the additional work.

6.                     Benefits to Port St. Lucie: To provide high quality infrastructure and facilities.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $1,792,901.79 is needed for this Amendment. The new Contract amount is $31,579,850.02 and the new end date for the construction is December 30, 2024.

Staff Recommendation: Move that the Council and approve Amendment #3 to Contract #20220045 for the Floresta Drive Improvement Project Phase 2 with Felix Associates of Florida, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #3 to Contract #20220045.

2.                     Move that the Council not approve Amendment #3 and provide staff with direction.

 

Background: The Floresta Drive Improvement Project is four (4) miles of roadway that was split into 3 phases due to funding availability. The Phase 2 project includes roadway, landscaping, pedestrian & street lighting, sidewalks, and dedicated bicycle lanes. The project includes the construction of a new pedestrian bridge crossing over the Elkcam Waterway, new roundabouts at Polynesian Avenue and Bywood Avenue. The project also includes storm water treatment ponds at Lake Thornhill and Walters Terrace.

 

This Amendment is to correct bid items that were not properly tabulated due to a software glitch, plan revisions which were a result of new homes being constructed, additional utility improvements, as well as other miscellaneous items.

 

Issues/Analysis: Staff has reviewed the proposed changes and finds them to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the Half Cent Sales Tax Fund / Road & Street / Improvements O/T Building (#310-4105-563000-00000).

 

Special Consideration: N/A.

 

Location of Project: Floresta Drive from the Elkcam Waterway to Crosstown Parkway.
