2. Parties: City of Port St. Lucie Public Works Department and Transmap Corporation (“Contractor”).
3. Purpose: Collect data to provide an update on the City of Port St. Lucie's pavement condition and asset inventory as a continuation of the previously implemented infrastructure management plan.
4. New/Renewal/Modified: New.
5. Duration: The Contract term spans (3) years, beginning October 1, 2024, and ending September 30, 2027. There are two additional one-year renewal options.
6. Benefits to Port St. Lucie: Pavement condition and asset inventory provide the City of Port St. Lucie with several key benefits, including improved budget allocation by identifying priority repair and maintenance needs, enhanced decision-making through data-driven insights, and extended lifespan of infrastructure through proactive management. These inventories also facilitate effective communication with stakeholders by demonstrating the municipality's commitment to maintaining public assets and can help secure funding or grants by showcasing the municipality's needs and action plans. Staff Recommendation: Move that the Council waive formal bidding, per the City’s Code of Ordinances, Section 35.08(a)(22) (Sole source), and approve Contract #20250018 with Transmap Corporation as the sole provider of pavement and asset inventory.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract #20250018 with Transmap Corporation.
2. Move that the Council not approve Contract #20250018 with Transmap Corporation and provide staff with direction.
Background: The Public Works Department has used Transmap to collect data and provide asset inventory for infrastructure management. To effectively manage assets, consistent, reliable, and repeatable data is required. This will be the second of three pavement condition assessments and asset inventories to be conducted by Transmap. Their proprietary technologies enable them to collect, analyze, and report on the City’s entire pavement network.
Issues/Analysis: Staff has reviewed the current price list and finds it acceptable. The Public Works Department recommends approval of Contract #20250018 due to the sole source nature of the Contractor and the compatibility requirements of the Public Works system.
