6. Benefits to Port St. Lucie: To provide The Saints Golf Course with an updated fleet of 80 golf carts and replace the current fleet that has reached the end of its life cycle.
7. Cost to Port St. Lucie (Annual and Potential): The net amount of the purchase is $379,600.00. This includes a trade-in value of $248,000.00.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve the one-time purchase of 80 new Yamaha golf carts from Yamaha Golf Car Company in the net amount of $379,600.00.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the purchase of 80 new Yamaha golf carts.
2. Move that the Council not approve the purchase and provide staff with direction.
Background: The current fleet of golf carts has reached the end of its life cycle and would require all new batteries. The cost to replace all the batteries is potentially $90,000.00. Being cognizant of major supply chain delivery delays within the golf cart industry, a Request for Quote was sent to the industry’s leading golf cart companies, Yamaha, E-Z Go, and Club Car, in preparation of replacing the fleet.
Proposals were received from each of the three companies with the options to purchase or lease the new fleet including a buy back option. Lease options, in lieu of purchase options, were determined not to be financially practical due to the large monthly expense proposed and the incumbent interest rates with each payment.
Yamaha Golf Car Company provided the best value to the City, based on the highest buyback of the existing fleet and the lowest cost for replacement. Yamaha’s proposal is $627,600.00, with a trade-in value per golf cart at $3,100.00 each for a total of $248,000.00, resulting in a net cost of $379,600.00.
Issues/Analysis: Staff recommends the direct purchase of the 80 golf carts from Yamaha Golf Car Company as they provided the best value to the City.
Financial Information: Funds will be appropriated in the Parks & Recreation Golf Course Fund / Golf Course / Non-Capital Office Furniture & Equipment (#421-7250-551642-00000).
