Executive Summary (General Business): The City of Port St. Lucie, as the applicant and property owner, is requesting a rezoning of four (4) parcels legally described as Port St. Lucie Section 25, Block 325, Lots 7 through 10. The subject property is currently zoned Limited Mixed Use (LMD). The proposed rezoning to the Utility (U) Zoning District is consistent with the intended future land use and will support the redevelopment of the City’s Northport Utility Site. The Utility (U) district permits publicly owned or operated buildings and uses, aligning with the City’s plans for utility infrastructure development.

 

Presentation Information: Staff will provide a presentation.

 

Staff Recommendation: Move that the Council approve the proposed rezoning as recommended by the Planning and Zoning Board.

 

Alternate Recommendations:

1.                     Move that the Board amend the recommendation and recommend approval of the rezoning.

2.                     Move that the Board deny the rezoning and provide staff direction.

 

Background: On December 2, 2025, the Planning and Zoning Board unanimously voted to recommend approval of the rezoning to the City Council.

 

In early 2025, the City acquired subject parcels to support the planned expansion of the Northport Utility Site. The Utility Systems Department (USD) has developed a Master Plan for the Northport Utility Site, which includes the relocation of the Utility Warehouse operations from the Prineville facility to this location. The subject parcels will support implementation of the Master Plan by expanding the site footprint and establishing a buffer around the utility facility, thereby enhancing operational efficiency and compatibility with adjacent land uses.

 

Issues/Analysis: This rezoning request facilitates the implementation of the Northport Utility Site Master Plan and enhances compatibility with adjacent land uses.

                     

Financial Information: N/A

 

Special Consideration: There is a concurrent application to change the land use designation the land use designation Residential, Office & Institutional (ROI) to Utility (U).

 

Location of Project: The properties are generally located northeast of the intersection of Northeast Airoso Boulevard and Northeast St. James Drive on the west side of Northeast St. James Drive.
