• Parties: City of Port St. Lucie, and (1) Juniper Landscaping of Florida, LLC, and (2) Brightview Landscape Service, Inc.
• Purpose: To provide mowing and landscape maintenance services for areas throughout the City performed under contract #20200112, which expires on January 31, 2025. The Contract is being amended to exercise the last remaining renewal option under the original contract extend the Contract to 2027, and to increase pricing.
• New/Renewal/Modified: Renewal.
• Duration: February 1, 2025, through January 31, 2027.
• Benefits to Port St. Lucie: Provide mowing and landscape maintenance services and to maintain an attractive landscape appearance throughout the City.
• Cost to Port St. Lucie (Annual and Potential): The Amendment #2 (Brightview) total for the two-year period is $316,412.00. The Amendment #3 (Juniper) total is $705,340.00. Therefore, the total added to the contract for the two-year period is $1,021,752.00. Future expenditures will be approved as appropriate budget allows.

Staff Recommendation: Move that the Council approve Amendment #2 with Brightview Landscape Service, Inc. and Amendment #3 with Juniper Landscaping of Florida, LLC to Contract #20200112 for Mowing and Landscape Maintenance Service throughout Port St. Lucie.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 and Amendment #3 to Contract #20200112.
2. Move that the Council not approve the Amendments and provide staff with direction.
Background: Within the City’s roadway network, the inclusion of landscaping upgrades currently encompasses more than 800 acres. This prompts a higher degree of needed maintenance to include the following: mowing, weed eating, edging, litter patrol, and pruning. The need for these services continues to grow as the City’s roadways are expanded. The Contract is being amended to exercise the last remaining renewal option to extend the Contract to 2027, and to increase the pricing as allowed per the Contract, for price redetermination based on the U.S. Department of Labor, Bureau of Labor Statistics, and Consumer Price Index - All Urban Consumers - U.S. City Average - All Items.
Issues/Analysis: Staff has reviewed and approved this change.
Financial Information: Funds are available in the Public Works/Stormwater/Greenbelt & Waterway Maintenance/Citywide Median Mowing (104-4127-534116-00000) and Road and Bridge/Greenbelt & Waterway Maintenance/Citywide Median Mowing (#401-4127-534116-00000).
