3.                     Purpose: Accepting the conveyance of an easement to the City, over property located north of the northern right-of-way at the intersection of Becker Road and Limpkin Lane for traffic signal improvements.

Staff Recommendation: Move that the Board approve the Resolution accepting the conveyance of an easement over a portion of real property described as Tract A, Southern Grove Plat 39, as Recorded in Plat Book 109, Page 30, of the Public Records of St. Lucie County, Florida.

 

Alternate Recommendations:

1.                     Move that the Board amend the recommendation and approve the acceptance of the Easement.

2.                     Move that the Board not approve the donation and provide staff direction.

 

Background: In early 2023, the GFC entered into a tri-party Traffic Signal Agreement with the City of Port St. Lucie and Mattamy Palm Beach, LLC. The agreement stipulates certain improvements to be made by the landowners within Southern Grove as certain traffic thresholds were met. One of those improvements is a traffic signal identified at Becker Road and Limpkin Lane (fka N/S 1).  Due to existing underground utilities in the area, the traffic signal design requires a mast arm upright be installed north of the Becker Road right-of-way on GFC owned land. The location of the mast arm upright will be located within the right-of-way of the future plat of N/S 1 north of Becker Road.

 

Issues/Analysis: The easement provides for the installation, access to, modification, maintenance and repair of the traffic signal improvements.

                     

Financial Information: There is no financial impact for accepting the easement.

Location of Project: The easement is located north of the intersection of Becker Road and Limpkin Lane.
