3.                     Purpose: To provide additional design & permitting services for a shared left turn lane.

5.                     Duration: Extension of an additional 404 calendar days, with a revised expiration date of February 12, 2023.

6.                     Benefits to Port St. Lucie: Accommodate trucks turning from Hegner Drive onto commercial parcels.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract # 20210008 for the Design & Permitting of the Hegener Drive Extension Phase 2 with Engineering Design & Construction (EDC), Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20210008.

2.                     Move that the Council not approve Amendment #2 and provide staff with direction.

 

Background: Engineering Design & Construction (EDC), Inc. was awarded the contract for the Design & Permitting for the Hegener Dr. Extension Phase 2, which is approximately 1,700 linear feet of roadway within a proposed 100-foot-wide public road right-of-way on July 12, 2021. The original contract began on July 15th, 2021, in the amount of $300,900. An Amendment #1 was processed on January 4, 2022, adding $6,500 for an additional task for the 404 Wetland Assessment/Mitigation Analysis. The design plans were completed earlier this year and the roadway will be constructed by Miller Development as a condition of their Purchase and Sales Agreement with the Governmental Finance Corporation (GFC).

 

Issues/Analysis: The existing design contract is still open.

                     

Financial Information: The funds are appropriated in the Public Works Road & Bridge CIP Fund / Road and Street / Professional Services (304-4105-568813-00000).  There will be a fund transfer via budget amendment from the GFC to Public Works.

 

Special Consideration: Retaining the original engineer to revise the plans for the required turn lanes will provide efficiency and minimize the additional cost. The construction of the Miller Development 40-acre parcel and the roadway extension to provide access are due to begin shortly. Public Works is requesting to extend the original design contract in lieu of processing a new RFP due to the time constraint to have final plans ready in time for construction.
