2. Parties: City of Port St. Lucie and Raftelis Financial Consultants, Inc.
3. Purpose: This vendor provides financial and rate consulting for the City’s various utilities.
4. New/Renewal/Modified: New.
5. Duration: Three years with two one-year renewal options.
6. Benefits to Port St. Lucie: This vendor provides financial and rate consulting for the City’s utilities.
7. Cost to Port St. Lucie (Annual and Potential): The Martin County Board of County Commissioners (“BOCC”) Contract is not to exceed $400,000. The City estimates an expenditure of approximately $150,000 this fiscal year throughout various departments.

Staff Recommendation: Move that the Council waive bidding for good cause shown, per Section 35.04(c) of the City’s code, and approve participating in the Martin County BOCC Contract #RFP2021-3343 with Raftelis Financial Consultants, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the cooperative purchase with Martin County BOCC for Raftelis Financial Consultants, Inc.
2. Move that the Council not approve the Contract and provide staff with directive.
Background: The City entered into an Agreement with Raftelis Financial Consultants, Inc. via Martin County BOCC’s competitive purchase of RFP 2021-3343 for Utility Rate and Financial Consulting Services dated September 13, 2021.
Issues/Analysis: This Contract may exceed the threshold dollar amounts, so staff is requesting Council approval.
Financial Information: Various Departments use this Consultant for Rate and Financial Consulting.
Special Consideration: This Contract was competitively procured by Martin County BOCC. The City Attorney previously reviewed and approved the cooperative agreement.
