2. Parties: City of Port St. Lucie and Culpepper & Terpening, Inc.
3. Purpose: To provide design services for a pedestrian bridge to improve connectivity between the parks with The Port District.
4. New/Renewal/Modified: Modified.
5. Duration: An additional 150 calendar days for a new end date of December 31, 2024.
6. Benefits to Port St. Lucie: The Port District is envisioned as a premier destination with the City of Port St. Lucie and is a key component of the Parks & Recreation 10-year Master Plan.
7. Cost to Port St. Lucie (Annual and Potential): Amendment #10 is for $82,900.00 and Amendment #11 is for $23,660.00 for a total of $106,560.00.

Staff Recommendation: Move that the Council approve Amendment #10 & #11 to Contract #20160056 for the Riverwalk and Westmoreland Park Design Plan.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #10 & #11 to Contract #20160056.
2. Move that the Council not approve Amendment #10 & #11 to Contract #20160056 and provide staff with direction.
Background: The new pedestrian bridge connects Veterans Park at Rivergate on SE Veterans Memorial Parkway to The Promenade across the canal and then continues to Veterans Memorial Park. This allows for additional connectivity throughout The Port District.
Amendment #10 provides for construction testing on the pedestrian bridge as well as close-out assistance for the project. This Amendment is for $82,900.00. Amendment #11 provides for additional construction engineering and testing. This Amendment is for $23,660.00. Because the combined amount of Amendments 10 and 11 exceed the City Manager’s approval threshold in City Code of Ordinances, Section 35.09, staff is asking for City Council approval to proceed with the amendments.
Issues/Analysis: Staff has reviewed the proposed changes described herein and finds them to be fair and reasonable.
Financial Information: Funds are appropriated in the CIP General Fund / Parks & Rec / Improvements O/T Building / Westmoreland Park (#301-7210-563000-Y1612).
