Purpose: Establish Guaranteed Maximum Price (“GMP”)-B for final engineering design and permitting services, site development for select well sites, below grade construction of sequenced Upper Floridan Aquifer (“UFA”) production wells, and continued public outreach and grant management assistance.

5. Duration: Substantial Completion of GMP-B shall be achieved no later than 486 calendar days from issuance of Notice to Proceed for GMP-B.
6. Benefits to Port St. Lucie: Installing new Floridan Wells will aid in supplying raw water to the planned Discovery Water Treatment Facility. This will help the facility to meet future water supply demands and provide operational flexibility at the James E. Anderson (“JEA”) Water Treatment Facility.
7. Cost to Port St. Lucie (Annual and Potential): An additional $16,202,001.37 for a new Contract total amount of $26,776,068.80.

Background: Over the past decade, Port St. Lucie has experienced substantial growth and this increase in population directly impacts the demand for sufficient water supply. Port St. Lucie has long planned, and is moving forward, with the design-build construction of the Discovery Water Treatment Facility (“Discovery”). Upon completion, the Facility will add the ability to treat and produce an additional 10 million gallons of potable water per day. The Utility Systems Department also owns and operates the James E. Anderson Water Treatment Facility. Both the JEA and Discovery facilities will treat brackish groundwater with reverse osmosis membranes to provide potable water to the Utility’s customers. The wells being constructed for JEA, will allow for increased operational and maintenance flexibility as it will allow other, existing wells to be taken out of service in the JEA wellfield. The wells being constructed in the Tradition area will supply raw water from the Upper Floridan Aquifer for treatment at the new Discovery Water Treatment Facility.
This project has been broken into multiple design-build phases, each with a separate GMP for completion. Previously approved GMP-A was for preliminary engineering design services, survey, geotechnical evaluation, public outreach, hydrogeologic design for UFA water supply wells, modifications to the Utility’s existing Water Use Permit, procurement of steel casing material, initial site setup and installation of all nine (9) pit casings for all UFA wells, complete construction of the first two (2) UFA test wells and all engineering, hydrogeologic well construction services during construction for the first two (2) UFA test wells, and grant management assistance. GMP-B includes final engineering design and permitting services, site development for select well sites, and below grade construction of sequenced Upper Floridan Aquifer production wells consisting of the following broadly defined tasks: (1) Project Management and General Conditions, (2) Wellhead and Building Design and Permitting, (3) Raw Water Main Design and Permitting, (4) Continued Public Outreach, (5) Construction and Testing for UFA Production Wells, (6), Construction Phase Professional Hydrogeological Services, (7) Grant Management and Funding Assistance, (8) Site Development, and (9) Contingency for Unforeseen Circumstances.
Issues/Analysis: Staff has reviewed the proposal from Florida Design Drilling, LLC and finds that the scope is consistent with the needs for the current phasing of the project and the fees to be fair and reasonable.
Financial Information: Funding is appropriated in the Utility CIP Fund/ JEA Water Treatment Facility & Discovery Water Treatment Facility / Improvements O/T Building (#448-3312 & 3313-563000-00000).
Special Consideration: This is a multi-year project phased as budget allows to complete the entire scope of work. As the project progresses, future design-build phases, each with a GMP and guaranteed completion date, will be placed on future Council agendas as required for approval prior to commencing the work for each subsequent GMP phase.
