3. Purpose: The Utility Systems Department (“USD”) is seeking to engage a secure, reliable, compliant, and cost-effective vendor to supply and deliver sodium hypochlorite to the USD’s water and wastewater treatment facilities.
4. New/Renewal/Modified: New.
5. Duration: The initial term of the contract is for three (3) years, with two (2), one (1)-year option(s) to renew.
6. Benefits to Port St. Lucie: Providing sodium hypochlorite for the USD’s water and wastewater treatment facilities supports the department in maintaining regulatory compliance, protecting public health, and improving air quality by effectively controlling odors and reducing contaminants.
7. Cost to Port St. Lucie (Annual and Potential): The total amount to be paid by the USD to the contractor is not to exceed $155,997.00 for the term of the contract.

Background: Sodium hypochlorite is a widely used chemical disinfectant and oxidizing agent, commonly applied in water and wastewater treatment, industrial process water systems, and sanitation applications. It is typically supplied as an aqueous solution and is valued for its effectiveness in microbial control, odor reduction, and oxidation of contaminants. Using sodium hypochlorite at the USD’s water and wastewater treatment facilities provides significant benefits by effectively controlling odors caused by hydrogen sulfide and other sulfur compounds. This helps to improve air quality thereby reducing odor complaints and enhancing overall community satisfaction. Securing a cost-effective vendor to supply and deliver sodium hypochlorite for use in its treatment facilities allows the USD to meet regulatory standards and protect public health.
An Invitation for Bids (IFB) was issued on May 5, 2026, to 1,678 potential suppliers. There were 9 followers of the solicitation with 3 bids received on June 4, 2026.
Issues/Analysis: Based on the evaluation of qualified vendors, the Utility Systems Department recommends awarding the contract to Odyssey Manufacturing Co. This represents the best value for the City.
Financial Information: Funding is appropriated within the USD’s operating funds: 431-3512-552300 (Operating Fund-Westport WWTF-Chemicals), 431-3513-552300 (Operating Fund- Glades WWTF-Chemicals).

Location of Project: Deliveries shall be made on an as‑needed basis to water and wastewater treatment facilities as requested by the USD.
