Executive Summary (General Business): The Port St. Lucie Governmental Finance Corporation (GFC) has submitted an application for preliminary and final subdivision plat approval with construction plans for a project known as Southern Grove Plat No. 33. Southern Grove Plat No. 33 is a replat of a 298.37 acre tract legally described as Parcel 30, Southern Grove Plat No. 3. The replat creates three lots for future development, a right-of-way tract, and a water management tract.
The subdivision plat is associated with a purchase and sale agreement between GFC and JDN Enterprises, LLC (Sansone Group) for proposed Lot 1 (approximately 22.519 acres). There is an associated site plan for the development of Lot 1 for a 245,000 square foot regional distribution center (P20-181 - Tradition Regional Business Park Site Plan) that is scheduled for the December 7, 2020 City Council meeting.

Staff Recommendation: Move that the Council adopt the resolution approving the subdivision plat as recommended by the Site Plan Review Committee.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not approve the resolution and provide staff direction.
Background: The Site Plan Review Committee recommended approval of the proposed preliminary and final subdivision plat at the September 23, 2020 Site Plan Review Committee meeting.

Special Consideration: Resolution 20-R128 was approved by the City Council on November 23, 2020. It granted a partial exception to Sections 156.043 and 156.059 of the Subdivision Code for Southern Grove Plat No. 33 accepting the purchase and sale agreement between the GFC and JDN Enterprises, LLC (Sansone Group), as the funding mechanism to guarantee installation the required infrastructure improvements associated with the plat.
Location of Project: The property is generally located west of Interstate 95, north of Becker Road, east of south SW Village Parkway, and south of the Paar Road right-of-way.
