2. Parties: City of Port St. Lucie and The School Board of St. Lucie County.
3. Purpose: Provide school buses and bus drivers for the Summer Camp Program.
4. New/Renewal/Modified: New.
5. Duration: The agreement is effective from the date of execution or June 9, 2026 (whichever is later), through May 30, 2027, with automatic successive one-year renewal terms unless either party provides 15-day written notice of non-renewal.
6. Benefits to Port St. Lucie: Safely and efficiently transport campers to and from field trips.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditure for summer 2026 is $18,835.00. All future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council approve Contract #20260150, under City Code of Ordinances, Section 35.08(a)(14) (exempting from formal bidding the procurement of goods and services provided by other governmental/public agencies), with The School Board of St. Lucie County for utilization of School Buses with drivers for Summer Camp Program.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract #20260150 with The School Board of St. Lucie County.
2. Move that the Council not approve Contract #20260150 and provide staff with direction.
Background: The City has maintained an ongoing agreement with The School Board of St. Lucie County for the use of its school buses to support the City’s Summer Camp Program. This agreement provides transportation services for summer camp field trips to and from City camp locations. Utilizing the School Board’s transportation services has allowed the City to safely and efficiently transport campers while continuing to provide quality summer programming to residents.
The partnership between the City and the School Board has been beneficial to both organizations and has supported the City’s commitment to offering accessible and reliable recreational services for youth in the community. The School Board will provide the Summer Camp Program with four (4) school buses and four (4) bus drivers.
Issues/Analysis: This agreement will allow the City to continue its partnership with the School Board to provide an efficient and cost-effective transportation option for the City’s summer camp activities. The agreement attached to the agenda is not yet executed by the School Board, as it is set to go before the School Board for approval on June 9, 2026.
Financial Information: School bus usage is billed at $4.00 per mile and Bus drivers are billed at $35.00 per hour. Bus aides (if required) are billed at $20.00 per hour.
