2. Parties: City of Port St. Lucie City of Port St. Lucie, Accel Florida, LLC on behalf of Accel International Holdings, Inc.
3. Purpose: The City approved an economic development impact fee mitigation to attract Accel International Holdings, Inc.’s manufacturing facility to Port St. Lucie.
4. New/Renewal/Modified: New agreement.
5. Duration: The term of the attached agreement is (10) ten years from the date of issuance of the Certificate of Occupancy.
6. Benefits to Port St. Lucie: The attraction of Accel International Holdings’ manufacturing facility creates 125 new jobs and secures $55 million in new construction and equipment purchases in the Tradition Center for Commerce located in the City’s jobs corridor.
7. Cost to Port St. Lucie (Annual and Potential): The owner/landlord in conjunction with Accel International Holdings, Inc. is entitled to a waiver of up to $437,500 in Port St. Lucie roads, parks, public buildings and law enforcement, impact fees for the project. The impact fees will be paid from the Tradition Economic Development Fund and/or from the Governmental Finance Corporation’s sales proceeds that are allocated for infrastructure improvements for Hegener Drive in the Tradition Center for Commerce.
Presentation Information: Staff will make a brief five-minute presentation.
Staff Recommendation: Move that the Council approve the economic development mobility and impact fee mitigation agreement between the City of Port St. Lucie and Accel Florida, LLC on behalf of Accel International Holdings, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the economic development mobility and impact fee mitigation agreement.
2. Move that the Council not approve the economic development mobility and impact fee mitigation agreement and provide staff direction.
Background: In 2018 the City Council approved a packet of economic incentives to recruit the expansion of Accel International’s manufacturing facility to the Tradition Center for Commerce. Accel International is a manufacturer of cable and wiring for the aviation industry. The company was established in 2002 and employs over 167 trade, professional, and managerial employees. The expansion includes a capital investment of $55 million in real property and tangible personal property, the creation of 125 new full-time jobs paying an average wage of $47,000 plus benefits.
Issues/Analysis: Accel Florida LLC on behalf of Accel International Holdings purchased 10 acres in the Tradition Center for Commerce and will construct a 150,000 square foot manufacturing facility.
Financial Information: The company is eligible to receive up to $3,500 per job in mobility and impact fee mitigation based on one hundred and twenty-five full time positions that will be created paying an average wage of $47,000 plus benefits. The total amount of mobility and impact fees that will be mitigated is up to $437,500. The mobility and impact fees will be paid from the Tradition Economic Development Fund and/or from the Government Financial Corporation’s sales proceeds that are allocated for infrastructure improvements for Hegener Drive in the Tradition Center for Commerce.
