Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Alaina Knofla, Acting Procurement Manager (PMD).

2.                     Parties: City of Port St. Lucie and Ferguson Enterprises, LLC.

3.                     Purpose: To provide the Utility Systems Department (USD) with pipe fittings and accessories for system maintenance, repairs, and replacement parts.

4.                     New/Renewal/Modified: New.

5.                     Duration: The term of this contract shall be effective until May 24, 2027, with two (2) additional one (1)-year renewal options.

6.                     Benefits to Port St. Lucie: This contract for pipe fittings and accessories is essential to the effective and efficient operation of the USD.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $3,000,000.00.

Staff Recommendation: Move that the Council approve the piggyback of Collier County RFP #23-818.3 per City Code of Ordinances, Section 35.08(a)(9)(b) with Ferguson Enterprises, LLC for Underground Utility Parts Supplier.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the piggyback of Collier County RFP #23-8183 with Ferguson Enterprises, LLC for Underground Utility Parts Supplier.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: Underground utility parts such as pipe fittings and related accessories are vital components necessary for the maintenance of the USD's water and wastewater infrastructure. These items are utilized daily by field crews for emergency repairs, routine maintenance, and scheduled construction projects. Ensuring timely access to these materials is crucial to prevent service disruptions and maintain regulatory compliance.

 

Issues/Analysis: Staff has reviewed the Collier County Contract and finds that it meets the needs of the City and meets the requirements of the City’s Procurement Ordinance.

                     

Financial Information: Utility Operating Fund/Water & Sewer/Inventory- Water 431-0000-141002-0000.
