Executive Summary (General Business): The Sansone Group, LLC, has submitted a letter requesting the road right-of-way tract legally described as Tract R-1, Southern Grove Plat No. 33, be named SW Anthony F. Sansone Sr. Boulevard after the company’s founder. Southern Grove Plat No. 33 was approved by the City Council on January 4, 2021. Tract R-1 is a north-south roadway between SW Village Parkway and Interstate 95 that is dedicated to the City of Port St. Lucie for public roadway purposes. Tract R-1 provides access from Becker Road north to the northern driveway of the proposed Fed Ex distribution facility (P20-181). At the time of plat approval, a name for the roadway had not been established. The road is identified on the plat as Tract R-1. On May 10, 2021, the City Council approved Southern Grove Plat No. 35 (P21-059). Southern Grove Plat No. 35 extends Tract R-1 north to Paar Drive to provide access to the approved Project Senior Site Plan (P21-057). On Southern Grove Plat No. 35, the right-of-way north from the Fed Ex facility to Paar Drive was named SW Anthony F. Sansone Sr. Boulevard. To ensure the roadway has one name, the Sansone Group is requesting the segment of the roadway from the Fed Ex Facility south to Becker Road (Tract R-1, Southern Grove Plat No. 33) be formally designated as SW Anthony F. Sansone Sr. Boulevard. If a roadway is not named on a plat, the road name has to be approved via a resolution of the City Council.

Staff Recommendation: Move that the Council adopt the resolution naming Tract R-1, Southern Grove Plat No. 33, SW Anthony F. Sansone Sr. Boulevard.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not adopt the resolution and provide staff direction.
Background: The proposed north-south roadway is located in the area known as Legacy Park in Tradition. Legacy Park is located west of Interstate 95, east of SW Village Parkway, and between Paar Drive and Becker Road. The area is under development by the Sansone Group, LLC, via certain agreements with the Port St. Lucie Governmental Finance Corporation. On January 4, 2021, the City Council approved Southern Grove Plat No. 33 which created three tracts for future development, a water management tract, and a road right-of-way tract (Tract R-1) in Legacy Park. There is an associated site plan for a 245,000 square foot Fed Ex regional distribution center on Lot 1, Southern Grove Plat No. 33 (P20-181). On May 10, 2021, the City Council approved Southern Grove Plat No. 35 which created five tracts for future development and two right-of-way tracts in and around Legacy Park. There is an associated site plan for a 220,822 square foot warehouse delivery and distribution facility (P21-059 - Project Senior Site Plan).
Issues/Analysis: City Council Directed Policy # 19-04ccd establishes the procedures for the naming of City property and facilities. It includes a provision that allows the City Council to waive these procedures/requirements. Since a portion of the road right-of-way is already named SW Anthony F. Sansone Sr. Boulevard, staff recommends the City Council waive the requirements/procedures set forth in Policy # 19-04ccd and designate Tract R-1, Southern Grove Plat No. 33 , as SW Anthony F. Sansone Sr. Boulevard. The request is consistent with the Section 156.103 (B) of the Subdivision Code which requires continuation of roadways to bear the same name.

Special Consideration: The proposed SW Anthony F. Sansone Sr. Boulevard is the southern segment of a planned north-south roadway between SW Village Parkway and Interstate 95 in Southern Grove that is intended to serve the City’s jobs corridor. The proposed roadway begins at SW Discovery Way and terminates at Becker Road. The road is designated as Hegener Drive on Map H, the master development plan for the Southern Grove DRI, in honor of Pete Hegener, the former president of Core Communities. Mr. Hegener was the former President of Core Communities which oversaw the development of St. Lucie West and began the development of the an 8,200-acre Tradition Master Planned Community. The road name is in recognition of the contributions Mr. Hegener made to the development of Port St. Lucie.
The northern segment of Hegener Drive was opened in 2019. This segment of the roadway runs from SW Discovery Way to Trade Center Drive and is designated Tom Mackie Boulevard. The road was named Tom Mackie Boulevard at the request of City Electric Supply as part of the construction of a 403,380 square foot manufacturing and warehouse building in Southern Grove. The name is in honor of the company’s founder who was instrumental in the development of City Electric Supply in Port St. Lucie. City Council directed staff to find a way to recognize the contributions of Mr. Mackie and Mr. Hegener. The roadway was designated Tom Mackie Boulevard from Discovery Way to Trade Center Drive. From Trade Center Drive south to Becker Road, the road is planned as Hegener Drive. With the southern segment named SW Anthony F. Sansone Sr. Boulevard, the segment of the roadway from Trade Center Drive to Paar Drive (center segment) will be designated Hegener Drive. The City’s SW Annexation Area Roadway map has been revised to include the proposed alignment and roadway names for the north-south roadway through the City’s jobs corridor in Southern Grove. The revised map is part of a proposed amendment to the City’s Comprehensive Plan for the Southern Grove DRI (P20-256 - Mattamy Palm Beach, LLC, and GFC Large Scale Comprehensive Plan Text Amendment).
Location of Project: The project generally located west of Interstate 95, east of SW Village Parkway, south of the Paar Drive right-of-way and north of Becker Road.
