Discuss SW Tulip Boulevard and SW College Park Road Intersection Improvement Options

Executive Summary (General Business): A mini roundabout was constructed at the intersection of SW Tulip Boulevard and SW College Park Road as part of the PSL/Gatlin Boulevard safety improvement project in collaboration with the FDOT. The roundabout was constructed to maintain access to the Walgreens on the south side and CVS on the north side as well as to slow traffic entering the neighborhood to the east. Resident are concerned that the East/West traffic queues from the signal extending through the roundabout; thereby, blocking northbound and southbound traffic on SW College Park Road from entering or exiting the roundabout. The use of signs indicating “Do Not Block” the intersection has been ineffective. Pursuant to City Council’s request, this presentation provides five (5) options to alleviate or eliminate the issues.
Presentation Information: Stef Matthes, P.E., with consultant Culpepper and Terpening will provide a presentation sharing a brief history, an overview of the improvement options and will offer a recommendation. Staff will be available for discussion and to answer any questions.
Staff Recommendation: Move that the Council approve the recommended improvement option to block the north/south travel of SW College Park Road through the intersection by constructing median curb and landscaping in the median of SW Tulip Boulevard and tentatively approving a future budget amendment to fund said improvements.
Alternate Recommendations:
1. Move that the Council amend the recommendation and provide staff comments and direction on how to move forward
2. Move that the Council not approve the recommendation and provide direction.
Background: Based on neighborhood resident concerns, City Council requested Public Works staff to evaluate and provide improvement options for the intersection of SW Tulip Boulevard and SW College Park Road.
Issues/Analysis: Resident concerns have indicated East/West traffic queues from the PSL/Gatlin Boulevard signal impede the northbound and southbound traffic on SW College Park Road at the roundabout. The current signs and pavement markings indicating “Do Not Block” the intersection have been ineffective.
Financial Information: The cost of the recommended improvements range from $89,600 to $848,600. The recommended option cost estimate is $190,300.
