3.                     Purpose: For repair work, drainage improvements and culvert replacements, restore swales for proper drainage.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated expenditure over the 180 days is $200,000.00.

Staff Recommendation: Move that the Council approve Contract #20250069 and waive bidding per Chapter 35.08(c), for good cause shown, and enter into a 180-day agreement with Nature’s Keeper, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Contract #20250069 with Nature’s Keeper, Inc.

2.                     Move that the Council not approve Contract #20250069 with Nature’s Keeper, Inc. and provide staff with direction.

 

Background: The City of Port St. Lucie uses approximately eight hundred thousand (800,000) square feet of sod per year for the City’s medians, roadsides, highways, water drainage areas and multiple other projects to preserve and maintain Port St. Lucie as a beautiful city of all ages.

 

The original contract (#20200115) with Nature’s Keeper, Inc., expired on January 12, 2025, before a new solicitation was completed. Staff has indicated that the service under Contract #20200115 is vital to the City, and therefore, could cause concerns if there is no provider for this service while a new contract is being solicited. Therefore, staff is requesting that Council waive formal bidding for good cause shown for the City to enter into the short-term Contract #20250069, to provide PMD ample time to complete the solicitation for a new contract.

 

Issues/Analysis: Staff has reviewed and approved this change.

                     

Financial Information: Funds are appropriated in Stormwater / Drainage Division / Road Materials (401-4126-553000-00000).

 

Special Consideration: N/A.

 

Location of Project: Throughout the City of Port Saint Lucie.
