Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Alaina Knofla, Procurement Contracting Officer III (PMD).

2.                     Parties: City of Port St. Lucie and Southeastern Florida Pump, LLC dba Southeastern Pump.

3.                     Purpose: Utilities System Department seeking approval to purchase Anchor Scientific Mini-Floats for Residential Grinder Systems.

4.                     New/Renewal/Modified: New.

5.                     Duration: The contract period will terminate once the City has accepted delivery of all materials. There are no renewal options.

6.                     Benefits to Port St. Lucie: The Utility System Department uses Mini-Floats as a component within the residential grinder system. Due to increased failures with other types of floats, the Anchor Scientific Mini-Floats have proven to meet and exceed the City's expectations.

7.                     Cost to Port St. Lucie (Annual and Potential): Budgeted Expenditures not to exceed $387,396.00.

Staff Recommendation: Move that the Council award Contract #20240138 to Southeastern Florida Pump, LLC dba Southeastern Pump.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the recommended bid.

2.                     Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.

 

Background: Prior to 2023, the Utility Systems Department was using sensor floats. Due to an increase in failures of sensor floats, the department tested mini-floats and determined that they meet the City's needs. The Utility Systems Department (USD) of the City of Port St. Lucie is dedicated to delivering exceptional service and high-quality water and wastewater services to its residents. In alignment with this objective, the USD seeks to procure a new float switch that offers improved efficiency and durability.

 

An E-bid was issued on July 30, 2024, to 17 potential bidders with 2 bids being received on September 4, 2024.  All were deemed responsive.

 

 

Issues/Analysis: Staff have reviewed the bid and finds Southeastern Florida Pump, LLC dba Southeastern Pump’s bid provides the best value to the City.  The unit price is determined fair, reasonable, and within budget.

                     

Financial Information: The funds are appropriated in the Water & Sewer Renewal & Replacement Fund/ Wastewater Preventative Maintenance / Improvements Other Than Buildings (#438-3516-563000).

 

Special Consideration: N/A.

 

Location of Project: Various locations throughout Port Saint Lucie.
