Executive Summary (General Business): The City has received an application for site plan approval for Farrell Storage.  The Farrell Storage site plan will provide for 172,120 square feet of self-storage use and 20,000 square feet of commercial/retail use.  The self- service storage use will be located in four buildings.  The main building will be a three story 144,600 square foot enclosed self-service storage storage facility.  There will be three smaller one story enclosed self-service storage facilities ranging in size from 6,250 square feet to 14,190 square feet.  Self-service storage use will be located at the north end of the site and to the rear.  The 20,000 square feet of retail use will be in the form of two 10,000 square foot buildings and located along SW Village Parkway and in front of the three one story self-storage buildings.  There will be no outside storage at this location.  Mattamy Palm Beach, LLC, is the property owner and Farrell Companies is the contract purchaser.  

 

There is an associated subdivision plat that was approved by the City Council on December 12, 2022 (P22-134 - Tradition-SG 10 Preliminary and Final Subdivision Plat).  The proposed Farrell Storage site plan will be located on Parcels A and B.  The storage units will be located on Parcel A, 8.484 acres, and the retail buildings will be located on Parcel B, 2.704 acres.  The submittal packet includes a draft copy of a proposed declaration of covenants, restrictions, and easements that has been reviewed by Planning and Zoning, Public Works, and the City Attorney’s Office.  The contract purchaser wants to separate the parcels for ownership purposes with one site plan.  The draft declaration of covenants identifies Parcels A and B as one unified development for site planning purposes regardless of ownership.  

 

The western 170 linear feet of the property is encumbered by two FPL easements (110-foot easement and 60-foot easement).  As depicted on the site plan, the northern driveway encroaches into the FPL easements.  The northern driveway is designed to align with an existing median opening on SW Village Parkway.  The applicant has provided email correspondence from FPL that provides conceptual approval of the proposed encroachment of the project driveway, drainage line and water facilities within the 170- foot FPL easement.  As stated in the email, FPL is working on a consent agreement to formalize the construction and operation of the proposed improvements within their easement.  No construction or improvements within the FPL easement is authorized until the consent agreement is fully executed by both parties.

Staff Recommendation: Move that the Council approve the site plan as recommended by the Site Plan Review Committee subject to the following conditions:  

1.                     The declaration of covenants, conditions, restrictions, and easements be finalized and recorded within 90 days of approval of the site plan or prior to the issuance of the first building permit, whichever comes first.   

2.                     A copy of a fully executed consent agreement between FPL and the property owner to allow for the construction and operation of the proposed improvements within the FPL easement is required prior to the issuance of any City project permits. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the site plan. 

2.                     Move that the Council not approve the site plan and provide staff direction. 

 

Background: The Site Plan Review Committee reviewed the proposed site plan at their meeting of July 13, 2022, and recommended approval.   

 

Issues/Analysis: The project will include a buffer wall with a maximum height of eight feet from the finished floor elevation of the primary structure along the southern landscape buffer where the property abuts the approved Eden at Tradition site plan and along the western landscape buffer where the property abuts open space conservation tracts for approximately 800 feet.  The western landscape buffer will be on the inside of the two FPL easements that run along the western boundary of the property.  The FPL easements are inside the property and approximately 170 feet wide.  A wall cannot be placed within the first (northern) 290 feet of the western landscape buffer due to conflicts with existing FPL easements.  The applicant received approval of a landscape modification at the January 3, 2023, Planning and Zoning Board meeting.  In lieu of a wall, the applicant will be providing enhanced landscaping.  The proposed landscape plan also includes enhanced landscaping for the length of the western perimeter landscape buffer to screen the self-storage buildings from the open space conservation tracts.
