5.                     Duration: Five (5) years with four (4) additional one-year periods.

6.                     Benefits to Port St. Lucie: The City of Port Saint Lucie is a rapidly growing area that is making great strides to serve its citizens with Digital Services that continue to make the City a desired destination. Supporting the City of Port Saint Lucie’s Strategic Operations Plans and Smart City initiatives requires specialized talent who can bring industry standards and expertise to the City’s projects.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures are as follows: First Project $20,000, additional 5-year period will be $250,000.00 each year, renewals will be appropriated in each year’s budget.

Staff Recommendation: Move that the Council award Contract # 20240019 to Lifescale Analytics, Inc. for Information Technology Modernization Consulting Services.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract# 20240019.

2.                     Move that the Council not approve Contract# 20240019 and provide staff with direction.

 

Background: At the heart of the evolution are the technologies such as Artificial Intelligence (AI),  Machine Learning (ML), Internet of Things (IoT) devices, and Data Modernization. The skill sets to fold these new innovations into an existing infrastructure with rapid prototype delivery of proof of concept and proof of value projects is essential to the identification of areas where future investments are needed. The City of Port Saint Lucie requires a supplier to assist in undertaking research and design-focused efforts for the City. This phase includes ideation, consultant discovery, analysis, and assistance with technology and the optimization of Information Technology (IT) which will aid the City’s advancement and create a strategic roadmap for future technology decisions. The overall objective of the program is to align with the City’s plans for digital transformation and citizen services. The plan will create a strategy which is flexible and that can be used for future planning and budgeting of technological investments to improve the services provided and benefit its citizens.

 

An E-RFP for qualifications was issued on January 24, 2024 to sixty hundred thirty-eight (638) suppliers. There were eight (8) proposals that were received on March 1, 2024. All proposals were deemed responsive. PMD held an evaluation meeting on March 25, 2024, to review and discuss the proposals and individual scores to determine the top ranked firm. The evaluation committee selected and voted on the top firm. The final scores were announced as follows:

Issues/Analysis: Staff has reviewed the final proposal and finds the fees to be fair, reasonable, and within budget.
