2. Parties: City of Port St. Lucie and Felix Associates of Florida, Inc.
3. Purpose: To provide for the use of 595 SE Chapman Avenue as a construction office.
4. New/Renewal/Modified: Modified.
5. Duration: No additional time is required.
6. Benefits to Port St. Lucie: To provide the contractor use of City property to be used as a field office for the Floresta Drive Phase II Improvement Project.
7. Cost to Port St. Lucie (Annual and Potential): The City through the Half Cent Sales Tax will be paying $500 per month as rent to the owner until such time the property goes through the probate process and the City takes ownership. The Contractor is responsible for the cost of all utilities.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20220045 for the Floresta Drive Improvement Project - Phase 2 with Felix Associates of Florida, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20220045.
2. Move that the Council not approve Amendment #2 and provide staff with direction.
Background: The Floresta Drive Improvement Project is four (4) miles of roadway that was split into three (3) phases due to funding availability. The Phase II project includes roadway, landscaping, pedestrian & street lighting, sidewalks, and dedicated bicycle lanes. The project includes the construction of a new bridge crossing over the Elkcam Waterway, new roundabouts at Polynesian Avenue and Bywood Avenue. The project also includes stormwater treatment ponds at Lake Thornhill and Walters Terrace.
The Amendment permits the contractor to use 595 SE Chapman Avenue property as a construction office. The City is under contract to purchase this property as it was necessary to accommodate the additional southbound right turn lane and sidewalk.
Issues/Analysis: Staff has reviewed the request and finds it fair and reasonable.
