Executive Summary (General Business): The City of Port St. Lucie (City) requires the services of a Professional Engineer to provide design and permitting services for a roadway and utility (City potable water and wastewater collection) improvement project known as the Hegener Dr. Extension - Phase 2.

Staff Recommendation: Move that the Council approve the shortlist for Request for Proposal (RFP) # 20210008 for the Design & Permitting of Hegener Dr. Extension Phase II project and the commencement of negotiations with Engineering Design & Construction, Inc., who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement; the City shall formally end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or rejected all proposals for award.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and provide staff with direction.

 

Background: The City issued a solicitation for this project in order to design and construct roadway and infrastructure to support continued land sales and development within the Southern Grove area.

 

Issues/Analysis: An eRFP was advertised on DemandStar on December 24, 2020, with a proposal due date of January 26, 2021. During the advertisement period, 2,282 suppliers were notified, 36 of those downloaded plans and 4 submitted proposals with 1 proposal being deemed unacceptable. On February 9th, 2021, PMD held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to have presentations and discussions on February 19th, 2021 with CAPTEC Engineering, Inc., Culpepper & Terpening, Inc. and Engineering Design & Construction,Inc.

The firm that submitted the unacceptable proposal filed a Protest which was found to be baseless by the City Manager.

The Evaluation Committee  reviewed and scored all proposals. The rankings are as follows:
(1) Engineering Design & Construction, Inc. (2) CAPTEC Engineering, Inc. and (3) Culpepper & Terpening, Inc.

The presentations and discussions allowed the committee to gain a better understanding and more insight into the firm’s qualifications and experience. Firms also elaborated on their approach and workplan for completing this project. The committee has selected (1) Engineering Design & Construction, Inc. as the top-ranked firm because of their vast experience and proven track record specializing in similar work.

                     

Financial Information: The funds are appropriated in the Public Works Road & Bridge CIP Fund Road and Street Professional Services (304-4105-568813-00000).

Location of Project: The roadway extension is located in Southern Grove at the southern terminus of Hegener Dr. Phase 1, approximately 850 ft south of SW Tom Mackie Boulevard, and extends south approximately 1,733 feet towards the southern limits of the formerly proposed Southern Grove Technical Career Academy Campus (Vocational Campus), and within the 100-ft alignment of Tract RW-1 shown on the Southern Grove Plat No. 26 recorded in Plat Book 84, Page 35 of St. Lucie County Public Records.
