3. Purpose: To provide design services for a new parallel 16” force main from Becker Road area to the Westport Wastewater Treatment Facility.
4. New/Renewal/Modified: New.
5. Duration: 270 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Allows the Utility Systems Department (“USD”) to proactively manage continued and planned growth in the area, ensuring that wastewater collection infrastructure keeps pace with development.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $982,125.00.

Staff Recommendation: Move that the Council award Contract #20240092 for Design Services for a 16” Force Main from Becker Road to Connect at the Westport Wastewater Treatment Facility with Kimley-Horn and Associates, Inc.
Alternate Recommendations:
1. Move that the Council reject the recommended award and provide staff with direction.
2. Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the Request for Proposals.
Background: As per the 2005 Wastewater Collection Master Plan (“Master Plan”) and the subsequent 2012 update, the City will need to address growth by installing an additional Force Main from the SE portion of the City to convey sewage flows to the Westport Wastewater Treatment Facility (“Westport”). Development in this area is currently being routed through an existing 12” Force Main starting on Becker Road, then increasing to 16” as it travels under the Florida Turnpike, and heads north on Darwin BLVD toward Westport. The analysis included in both the Master Plan and its subsequent update anticipates the need for an additional 16” Force Main, parallel to the existing one.
A Request for Qualifications in accordance with Section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) was issued July 25, 2024, to 1,156 potential consultants. There were 8 proposals received on August 26, 2024. PMD held the first evaluation committee meeting on September 11, 2024, to review and discuss the proposals individual scores to determine the short list. The Evaluation Committee selected and voted on the top three (3) firms to move forward to the short list. The short-listed firms were invited to a second evaluation meeting held on September 30, 2024, to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:
#1 Ranked Firm: Kimley-Horn and Associates, Inc. - 916.67
#2 Ranked Firm: Keith and Associates - 835.67
#3 Culpepper and Terpening - 803.33
PMD began negotiations with the top ranked firm, Kimley-Horn and Associates, Inc. After negotiations, an agreement was made to accept the proposal of $982,125.00.
Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for the amount of work needed to complete this project.
Financial Information: CIP General Fund/Water & Sewer Renewal & Replacement #438/Improvement-Design (448-3516-563004-00000, project string 24USD007P-Design).
