2. Parties: City of Port St. Lucie and Sulphuric Acid Trading Company.
3. Purpose: To provide sulfuric acid for the water treatment facilities.
4. New/Renewal/Modified: New.
5. Duration: The Contract Period began on July 15, 2021 for a twelve (12) month period with the option to renew for four (4) additional twelve (12) month period(s).
6. Benefits to Port St. Lucie: Sulfuric Acid is used to help clean out water and wastewater at our facilities.
7. Cost to Port St. Lucie (Annual and Potential): The estimated annual expenditure for FY 2021-22 is $185,000.00. Future years will be as appropriated in the budget

Staff Recommendation: Move that the Council Waive the Bidding, per Chapter 35.04 (c), good cause shown and approve participating in Palm Beach County’s Sulfuric Acid 93% Solution, Bulk Delivery, Purchase of, Term Contract.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in Palm Beach County’s Term Contract.
2. Move that the Council not approve participating in Palm Beach County’s Term Contract and provide staff with direction.
Background: The Utility Systems Department operates two (2) reverse osmosis water treatment facilities, the James E. Anderson and Prineville sites that utilize sulfuric acid as part of their treatment process. Prior to entering into the membrane treatment, sulfuric acid is added to lower the pH and sequester dissolved solids in the raw water from precipitating onto the membranes, which would lead to higher operating pressures and more frequent cleanings. Sulfuric acid is also added post treatment to adjust the pH even lower in order to reach a point for hydrogen sulfide to be released from the product water. This gas passes through the membranes and would otherwise require a great deal of chlorine to remove if it were not for the lower pH.
Issues/Analysis: Palm Beach County’s pricing is indicative of their purchasing volume of the commodity. Staff recommends participating in Palm Beach County’s term contract to leverage taxpayer dollars.
Financial Information: Funds are appropriated in the Utility OP/Water and Sewer Operating Fund/Inventory-Water (#431-0000-141005-00000).
