Executive Summary (General Business): The Utility Systems Department (“USD”) desires to acquire the subject parcel for the expansion of the City Hall Complex. City Commons, LLC, the owner of the parcel, has agreed to convey the parcel to the City in exchange for compensation in the amount of $2,500,000.00, and subject to the terms and conditions set forth in the Purchase and Sale Agreement (“PSA”).

Staff Recommendation: Move that the Council approve the Resolution Authorizing the Acquisition of Real Property Described as Lots 19, 20 & 21, Block 689, Port St. Lucie Section Eighteen, according to the Plat thereof, as Recorded in Plat Book 13, Pages 17, 17A Through 17K, of the Public Records of St. Lucie County, Florida, for the Expansion of the City Hall Complex.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the acquisition.

2.                     Move that the Council not approve the acquisition and provide staff direction.

 

Background: This is a request for authorization to acquire real property located at 127 SW Port St. Lucie Boulevard, Port St. Lucie, Florida, (aka City Commons) which is directly adjacent to the City Hall Complex. This request is consistent with the past practice of acquiring strategic properties allowing the expansion of City facilities as the City continues to grow.

 

Issues/Analysis: Currently, there are two (2) active Commercial leases on the property.

                     

Financial Information: The purchase price for the property is $2,500,000.00 plus costs associated with title, inspection(s) and closing fees. The owner and the City have agreed split the cost of closing fees. If approved, the transaction would be made utilizing funds from USD Capital Building > 431-1340-562000.

 

Special Consideration: This acquisition will further accommodate the ongoing expansion of the City Hall Complex.
