Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and TCMA Care, LLC.
3. Purpose: To add staff to Employee Clinic to maintain services due to extension of hours.
4. New/Renewal/Modified: Renewal.
5. Duration: One (1) year, with remaining options to renew for two (2) additional two (2)-year periods.
6. Benefits to Port St. Lucie: Extended access for employees to visit providers seven days per week and consistent weekday hours.
7. Cost to Port St. Lucie (Annual and Potential): Front Desk/Medical Assistant = $50,000 + Part-Time Nurse Practitioner = $60,000. Total Additional Annual Estimated Cost: $110,000. Projected annual expenditures are approximately $1.7 million. Future expenditures will be appropriated in each year’s budget.

Background: The current contract between the City of Port St. Lucie and the on-site Clinic medical provider, TCMA Care, LLC, is in effect for the period of October 1, 2019, through September 30, 2024. This renewal will extend the contract for one (1) additional year until September 30, 2025. The Clinic has been at maximum capacity since 2021, and staffing levels have stayed the same since its inception in 2007. Utilization of the Clinic has increased by 20% since FY20/21, with the total number of visits for FY22/23 reaching over 13,000. The City added approximately 150 positions over the last two years, and additional staffing is planned for FY24/25, which will exacerbate capacity issues and equate to longer wait times for staff and/or lack of appointments. Human Resources requested, and was granted, City Manager approval to extend the operating hours of the Employee Clinic for consistent evening hours, expand availability of hours on Saturday, and add Sunday Clinic hours. The new proposed hours are consistent with TCMA Care, LLC's Urgent Care schedules at their other care centers.
Issues/Analysis: Office of Management and Budget has confirmed that adding two (2) additional staff members will not adversely impact the budget.
Financial Information: Funds are appropriated in the adopted FY 2024-25 budget for various cost centers within the 605 Fund.
