Strategic Plan Link: The City's Goal to enjoy culture, nature and fun activities.

Executive Summary (General Business): Erika Beitler of HJA Design Studios, acting as the agent for Cheney Brothers, has submitted a proposal for onsite artwork in association with the approved Cheney Brothers site plan (P21-279).  The Cheney Brothers site plan was approved by the City Council on January 24, 2022.  To meet their public art requirements, Cheney Brothers has elected to provide onsite artwork.  The proposed artwork named the Bull and Cow is by the artist Dale Rogers.  It includes three sculptures, a 6- foot Bull and two 6- foot Cows.  The artwork will be located near the front entrance to the facility on SW Anthony F. Sansone Sr. Boulevard.

Presentation Information: The applicant will provide a presentation.

Staff Recommendation: Move that the Council approve the artwork as recommended by the Public Art Advisory Board.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the artwork.

2.                     Move that the Council not approve the artwork and provide staff direction.

Background: The Public Art Advisory Board recommended approval of the onsite artwork at their November 21, 2022 Meeting.

Issues/Analysis: The proposed sculptures are of a 3D, faceted style and made of Cor-Ten weathering steel with the bull featuring stainless steel horns. The Cor-ten Steel material features a rust-colored patina. This outer layer of the metal serves as protective shield that prevents further oxidation and can withstand exposure to the elements year-round with virtually no maintenance.  The submittal packet includes a rendering of the public art piece, the artist’s background, and qualifications as well as declaration of restrictive covenants.

Financial Information:  The project’s estimated cost of construction is $57,824,259.00. The public art assessment for this project is capped at $100,000.

Special Consideration: N/A

Location of Project: The address is for the Cheney Brothers facility is 1 Cheney Express Way.  The facility is off of SW Anthony F. Sansone Sr. Boulevard immediately north of the Fed Ex Distribution Facility.
