2.                     Parties: City of Port St. Lucie and General Control Systems Inc.

3.                     Purpose: The Utility Systems Department (“USD”) requests approval to enter a contract competitively procured by Polk County, a political subdivision of the State of Florida, with General Control Systems, Inc (“GCS”) to provide continuing support of its SCADA hardware and related instrumentation and electrical work.

4.                     New/Renewal/Modified: New.

5.                     Duration: Five Year Term, effective 11/1/2022.

6.                     Benefits to Port St. Lucie: Provide continuing support for SCADA.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated expenditure is $304,535.00. Future expenditures will be appropriated in the department’s budget that are approved by City Council.

Staff Recommendation: Move that the Council waive the bidding for Contract #20230054, per Chapter 35.04(c) of the City’s code of ordinances for good cause shown and approve participating (or “piggyback”) the Polk County Contract #22-102 with General Controls Systems, Inc for SCADA support.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the Polk County Cooperative Contract #22-102.

2.                     Move that the Council not approve participating in the Polk County Cooperative Contract #22-102 and provide staff with direction.

 

Background: The SCADA network is a hardware and software-based system which controls and automates all treatment processes necessary for the proper operation of water and wastewater processing plants and ancillary facilities such as pump stations and wells. General Control Systems, Inc would provide continuing support of the hardware, Programmable Logic Control (PLC) and related instrumentation and electrical work.

 

Issues/Analysis: Staff has reviewed the Polk County Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the Utility Fund (438-3312-563000-00000).
