3. Purpose: To secure CEI & GEO services to ensure the project is constructed as designed.
4. New/Renewal/Modified: New.
5. Duration: 320 calendar days with no option to renew.
6. Benefits to Port St. Lucie: The CEI & GEO services provide construction oversight of the project which completes the spine road of the job’s corridor within Southern Grove and includes Tom Mackie Blvd. & Marshall Parkway.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $927,016.00.

Staff Recommendation: Move that the Council award Contract #20230114 for the Professional CEI & GEO Services for Tom Mackie Blvd. Extension Project with Johnson, Mirmiran & Thompson, Inc.
Alternate Recommendations:
1. Move that the Council reject the recommended award and provide staff with direction.
2. Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the Request for Qualifications.
Background: The City Council identified the development of the Southern Grove Master Plan to meet the goals of a diverse local economy and employment opportunities with the initiative of building out Southern Grove, as a strategic priority. In February 2021, the City Council adopted the Southern Grove Master Plan, as prepared by the Treasure Coast Regional Planning Council, which included findings and recommendations pertaining to infrastructure development needs. Most parcels that have access to readily available infrastructure services have been sold or are currently under Purchase and Sale.
Tom Mackie Blvd. - Extend Tom Mackie Blvd. from approximately 150 feet south of the future intersection of Tom Mackie Blvd. and Destination Way (fka E/W Road #2) south approximately 3,150 feet to the Marshall Parkway right-of-way.
Marshall Parkway - Extend Marshall Parkway east from the Village Parkway intersection approximately 1,700 feet within the 150-foot-wide road right-of-way to the intersection with Tom Mackie Blvd.
A Request for Qualifications was issued in accordance with Section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on April 9, 2024, to 1,258 potential consultants. There were 3 proposals received on May 8, 2024. PMD held the first evaluation committee meeting on June 10, 2024, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top three (3) firms to move forward to the short list. The firms were invited to a second evaluation meeting held on July 22, 2024, to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as followed:
#1 Ranked Firm: Johnson, Mirmiran & Thompson, Inc. - 1231.67
#2 Ranked Firm: CONSOR Engineers, LLC - 1176.67
#3 Ranked Firm: AECOM Technical Services, Inc. - 1008.33
PMD began negotiations with the top ranked firm, Johnson, Mirmiran & Thompson, Inc. After the negotiations, an agreement was made to accept the proposal of $927,016.00.
Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for the amount of work needed to complete this project.
Financial Information: Funds are appropriated in the CIP General Fund / General Government / Improvements O/T Building (#301-1900-563000-00000).
Special Consideration: N/A.
