2. Parties: City of Port St. Lucie and LandDesign, Inc.
3. Purpose: It is the intent of the City to procure the services of a qualified and licensed Design Professional to provide a conceptual design of a Port District Master Plan.
4. New/Renewal/Modified: New.
5. Duration: The Contract Period is 195 calendar days with no option to renew.
6. Benefits to Port St. Lucie: The Port Master Plan would incorporate and weave together Riverwalk North and South to plan for a dynamic Riverwalk district that improves cultural and physical connectivity to offer something for everyone.
7. Cost to Port St. Lucie (Annual and Potential): The total amount to be paid by the City to the Consultant is on a “time and expense” basis for a total amount of $200,000.

Staff Recommendation: Move that the Council award Contract # 20200025 to LandDesign, Inc. to provide the City for a Master Plan for The Port District.
Alternate Recommendations:
1. Move that the Council reject Contract # 20200025 and provide staff with direction.
Background: The Port Master Plan advances the City’s Strategic Goal of Culture, Nature and Fun Activities. The desire for a Riverwalk District has long been prioritized by City Council and is among the key recommendations in the proposed Parks & Recreation 10-Year Master Plan. The plan will activate the local area and be a premier destination location for the surrounding communities.
Issues/Analysis: On August 24, 2020, City Council approved staff to begin negotiations with LandDesign, Inc. Staff held negotiation meetings with LandDesign, Inc. and determined that the fees are fair and reasonable.
Financial Information: Funds are appropriated in the General Fund Capital Improvement Plan budget (301-7210-531000).
Special Consideration: N/A.
Location of Project: The City of Port St. Lucie Riverwalk District conceptually spans an area of the City that begins at Lyngate Park and terminates with the preservation area that is south of, what has been recently renamed as Pioneer Park on Westmoreland Boulevard, south of Port St. Lucie Boulevard. The City’s destination sites that to be included in this plan are Lyngate Park, Midport Lake, Veteran’s Park at Rivergate, Veteran’s Memorial Park, Tom Hooper Park, the Botanical Gardens, Rivergate South Historic Homes, Rivergate South Playground, Rivergate South Restaurant Site, Rivergate South Conservation Tract, and all current and future Pedestrian Boardwalk spanning the site. This could conceivably encompass close to +/- 185 acres of land spanning Westmoreland Boulevard and Veteran’s Memorial Parkway parallel to the North Fork of the St. Lucie River.
