Executive Summary (General Business): This request authorizes staff to prepare the preliminary assessment roll and notices to owner in compliance with Florida Statute 197.3632. This process is necessary to collect the annual Assessments within the City using the uniform tax bill collection method pursuant to the Uniform Assessment Collection Act found in s.197.3632, Florida Statutes, as amended, for the fiscal year beginning on October 1, 2023.

Staff Recommendation: Move that the Council approve the resolution.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the resolution.

2.                     Move that the Council not approve the resolution and provide staff direction.

 

Background: The City Council enacted Ordinance No.07-79, codified in the City Code as Chapter 50, Article II, the Solid Waste Services Assessments Ordinance which authorizes the annual re-imposition of solid waste services assessments for solid waste and recyclable materials collection and disposal services, facilities, or programs against certain assessed property within the City.  The imposition of these Assessments for solid waste and recyclable materials collection and disposal services, facilities, and programs for each fiscal year is an equitable and efficient method of allocating and apportioning the costs among parcels of assessed property.  This resolution constitutes the Preliminary Rate Resolution as defined in the Solid Waste Service Assessments Ordinance No. 07-79 and is pursuant to the provisions of Chapter 50, Article II, which initiates the annual process for updating the Assessment Roll and directs the re-imposition of Solid Waste Service Assessments for the fiscal year beginning October 1, 2023.

 

Issues/Analysis: The City Manager of his designee is hereby directed to prepare an updated Solid Waste Assessment Roll for the fiscal year beginning October 1, 2023 in the manner provided in Chapter 50 of the Port St. Lucie Code of Ordinances

                     

Financial Information: For the fiscal year beginning October 1, 2023, for which Solid Waste Assessments are to be re-imposed, the City recommends a rate of assessment equal to $432.67 (an increase of $16.46 from last year) for each dwelling unit for solid waste collection and disposal services.  

 

Special Consideration: Approval of this Rate Resolution is necessary to move forward with the preparation of the tax roll and comply with the statutory timeline.
