2. Parties: City of Port St. Lucie and Johnson, Mirmiran & Thompson, Inc. (“JMT”).
3. Purpose: Provide additional CEI & GEO Services to align this contract with the construction contract.
4. New/Renewal/Modified: Modified.
5. Duration: No additional time is needed. The current end date is May 2, 2025.
6. Benefits to Port St. Lucie: Provide additional intersection capacity, accessible multi-use pathways, pedestrian lighting, underground drainage and upgraded water and sanitary sewer facilities.
7. Cost to Port St. Lucie (Annual and Potential): An additional $266,528.50 for a new contract amount of $1,368,749.00.

Staff Recommendation: Move that the Council approve Amendment #4 to Contract #20230117 for CEI & GEO Services for Port St. Lucie Blvd. Segment #3 Reconstruction Project with JMT.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #4 to Contract #20230117.
2. Move that the Council not approve Amendment #4 and provide staff with direction.
Background: On September 12, 2023, the City of Port St. Lucie executed a contract with JMT for Construction, Engineering, and Inspection (CEI) and Geotechnical (GEO) services for the above referenced project. The Contract commenced on September 12, 2023, and originally terminated 200 calendar days thereafter on March 20, 2024. Amendment #1 was executed on March 5, 2024, which extended the Contract term through August 31, 2024. Amendment #2 was executed on June 25, 2024, which extended the Contract term through December 9, 2024. A conservative estimate has the project’s construction being complete by March 15, 2025, and the CEI & GEO Services being completed 48 calendar days thereafter on May 2, 2025.
Issues/Analysis: Staff has reviewed the proposed time extension and finds that the fees are fair and reasonable for work needed to complete and close out the project.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Traffic / Improvements O/T Building / SW PSL Blvd. Reconstruction (#304-4121-563000-Y1717).
